It is 40 years since the Health and Safety at Work Act received Royal Assent, providing a new regulatory framework for work place health and safety in Great Britain. The Role:

HSE’s IT Services are currently undergoing a transformation. We are re-enforcing our in-house capability to give us the skills and experience we need to take our ambitious business plans forward.

You will join the existing IT Service Management Team as IT Business Relationship Manager. You will establish and embed Business Relationship Management best practice principles.

This position provides an exciting opportunity to work in a dynamic role at the core of HSE’s Business relationship activities.

You will be involved in the coordination, integration and continuous service improvement, ensuring our Service Management function is business driven, customer focussed and value for money. This position provides an opportunity to develop a mix of strategic communication, leadership and planning skills.

You will work for the Head of Service Management Team and be a senior member of the ITF division. You will have direct line management responsibility for 2 business relationship coordinators

Overall purpose:

The BT Business Relationship Manager is the guardian of HSE IT services and plays a critical role in delivering the right services expected by divisions/directorates of the HSE. You will provide leadership by demonstrating an on-going commitment to IT changes and support the adoption of business change required. You will support the Information Technology strategy to ensure it meets business needs, by taking responsibility for the engagement of staff about HSE business needs and how our approach enables colleagues to work more effectively easier. You will be expected to establish and maintain close working relationships and be the conduit for requirements and reporting.

Key responsibilities:

• Interpreting user insight and performance data to drive service design and iterative operational improvements for digital and assisted digital service channels

• Lead and manage the Business Relationship Team and be the principal relationship manager with the HSE’s teams

• Supporting the Chief Technology Officer in creating joined up service delivery plans that have positive impact and are aligned to the HSE’s overarching digital strategy

• Ensure the effective development and maintenance of a strong working relationship between all parts of the HSE with IT Services

• Identify the divisions and directorates needs and requirements for IT Services

• Proactively creating and maintaining a strong network of connections with colleagues across the HSE and service managers in the wider Civil Service

• Ensure the alignment of the IT Strategy to HSE business plans, supporting divisions and directorates objectives and ways of working

• Recommend technology opportunities and innovations to divisions to support business improvements

• Be the conduit into IT Services for divisions and directorates requests for change and requirements for new services

• Report to divisions and directorates on the availability, performance and financial expenditure of the IT services that support them

• Communicate and discuss with divisions and directorates the risks associated with the delivery of their IT Services

• Support the development of the HSE’s IT Strategy and Enterprise Architecture, ensuring business needs are represented

• Communicate to divisions and directorates the IT Strategy, policies and processes

Person specification

Candidates must have:

• Proven experience of identifying and developing user requirements

• Proven experience of developing and delivering continuous service improvements in a service environment

• Knowledge of the principles of ITIL

• Experience of working in a supplier management role

• Excellent oral and written communications

Generic knowledge about IT architecture, system and network would be advantageous
