Job description

Our mission is to prevent death, injury and ill health in Great Britain’s workplaces. It is 40 years since the Health and Safety at Work Act received Royal Assent, providing a new regulatory framework for work place health and safety in Great Britain. This has helped make Britain one of the safest places in the world to work, saving thousands of lives, preventing many more injuries at work and reducing the economic and social costs of health and safety failures.

The HSE's work covers a varied range of activities; from shaping and reviewing regulations, producing research and statistics and enforcing the law. The Role:

HSE’s IT Services are currently undergoing a transformation. We are re-enforcing our in-house capability to give us the skills and experience we need to take our ambitious business plans forward. You will join the existing IT Service Management Team as Change Transition and Release Manager. You will ultimately be responsible for protecting HSE’s live IT services.

This position provides an exciting opportunity to work in a dynamic role at the core of HSE’s IT Services. You will be involved in the coordination, integration and continuous service improvement, ensuring our Service Management function is business driven, customer focussed and value for money.

This position provides an opportunity to develop a mix of strategic communication, leadership and planning skills. You will work for the Head of Service Management Team and be a senior member of the ITF division.

Overall purpose:

To ensure the safe, coordinated and controlled delivery of new IT Services, and changes to IT services into Live, Development and Test Environments. To ensure projects are transitioned into live service with minimum disruption. To ensure HSE IT services are protected and business disruption is minimised. To establish, achieve and maintain Service Standards for Incident Management, and Problem Management with the Data Centre. To continuously improve the operation of the Test & Development Environment technologies and architecture. To work collaboratively with HSE project managers to ensure programmes and projects are delivered to time, budget and quality requirements.

Key responsibilities:

• Lead and manage IT Change, Transition & Release and deliver the function across the whole of the HSE IT estate

• Work effectively across teams to support the department in delivering back-end technology that enables that delivery of excellent digital public services

• Be responsible for on and offline continuous service delivery, developing and delivering all the changes and improvements necessary to provide effective services for users.

• Using agile methodologies to maintain a strong focus on delivery priorities, holding others to account for delivery, and swiftly responding to changing requirements

• Manage the delivery and scheduling of Service Transition (Service Introduction) for all projects, programmes and changes, ensuring that the IT estate and the business is ready for new changes

• Engage with technical staff and suppliers to define the best system and platform configurations to achieve business/user objectives

• Act as subject matter expert Manage and schedule the Release of new systems and changes to systems, from Test and Development environments into the Live Production Environment

• Manage the IT Change Management processes ensuring the effective protection of the Live, Test and Development IT estates

• Support the Incident and Problem Management processes to ensure that fixes and changes are applied to the Live/Production environment safely and controlled.

• Create, publish, establish and maintain the methodology, processes and documentation for Release Management

• Create, publish, establish and maintain the methodology, processes and documentation for Service Transition

• Create, publish, establish and maintain the methodology, processes and documentation for Change Management

• Support the development of the IT Budget and Forecast, accounting for the operation of IT technologies

• Support the collation and reporting of IT Services Management Information and Key Performance Indicators

Person specification:

Candidates must have:

• Previous experience of change and transition in an IT environment

• Proven ability to challenge and remove any unnecessary barriers to service delivery

• Proven grasp and expertise to analyse and use customer insight and user/performance data

• Excellent oral and written communications

• Excellent knowledge of Microsoft Office

• Knowledge of IT architecture, system and networks

• ITIL V3 Intermediate – Service Transition
