Job Role:

HSE’s IT Services are currently undergoing a modernisation and we are about to get started on significant IT enabled Business Transformation. We are reinforcing in-house capability to give us the skills and experience we need to take our ambitious business plans forward.

This new post provides a challenging opportunity for an experienced Architect with specific skills in Systems and Applications to help drive our transformation. You will be focused on helping HSE make the best use of existing IT assets and providing expert direction for future IT investment. As an Application Architect in HSE you will define and assure the application landscape and help to define and deliver our new technology strategy and enterprise architecture.

You will be part of the Chief Technology Officer’s team

IT Services:

Our strategy is reliant on delivering a step change in the quality of our technology and effective introduction of modern digital services. We are in the process of modernising our core IT Services (End User Computing, Networks, Unified Communications, Desktop, Telephony, Storage, Hosting etc.) to provide a robust and effective infrastructure for the wide variety of activities we undertake. To achieve this, our in-house team works closely with external suppliers as well with wider civil service digital initiatives.

HSE’s Digital Programme to deliver HSE’s new digital services is also underway – the Systems and Application Architect will have a key role in guiding that programme.

Key responsibilities:

Overall purpose - To develop and maintain the HSE’s Application and System Architectures and support Business Transformation, the development of Enterprise Architecture, IT Strategy and Technology Roadmaps

Your role as Applications and Systems Architect will focus on:

• Defining and maintaining the application domain within HSE’s Enterprise Architecture, developing target Application Architectures and Roadmaps

• Supporting the development of the HSE’s overall Enterprise Architecture and IT Strategy to deliver business priorities and objectives

• Engaging with the HSE’s Divisions, and the Service Management’s Business Relationship Management Team to determine all Application requirements to support business plans and activities

• Recommending technology opportunities and innovations to support business improvements

• Supporting HSE’s programmes and projects in all aspects of Application and Systems Architecture.

• Support development of cost effective solutions to business requirements, optimising existing technologies and identifying suitable replacements and advancements, including the development of Solution Architectures to support business change.

• Provide guidance and direction on the procurement of technologies and the development of application solutions

• Maintain a strong working knowledge of IT industry best practice, promoting innovation for HSE

Person specification:


• Preferably educated to degree standard in an IT related subject

You will have experience of working as an application/solution architect in a multi-site delivery organisation with complex and challenging IT infrastructure.

• A strong proven track record of enhancing existing and delivery of new IT solutions that achieve high quality customer service and user experience.

o Ideally with strong experience in the Microsoft Applications and Services stack

• You will be experienced in developing a broad range of Applications Architecture, including Roadmaps, Strategies, Architectural Standards/Principles and Patterns

• You will have a proven track record in the design and development of Enterprise Applications and Systems, including integration platforms, service based architecture and the use of modern open standards

Ideally your experience will include developing Application Architecture for Case Management/CRM systems and their interoperability with other systems

• You will have experience of using Architecture Frameworks (TOGAF, Zachman)

• You will have experience of working effectively within a professional IT programme/project management environment and working collaboratively with suppliers, government partners and end users and supporting business problem definition & solution design activities

• You will have experience of using and implementing architecture tools and repositories

• You will have excellent oral and written communications
