JOB DESCRIPTION
This is an exciting opportunity to provide authoritative professional leadership for an internationally respected regulator and around 1000 regulatory inspectors, by providing independent expert advice to the Minister, the Board and senior colleagues, and by representing HSE with various external stakeholders. The role also involves assuring the Board and executive team that our regulatory practices are maintained at their current high levels, that we have the sustained professional capability required to deliver our remit and that we can continue to respond positively to the many and varied demands placed upon us.

The Director of Regulation is a member of the Management Board, attends HSE Board meetings, and reports directly to the Chief Executive.

The role requires the interpersonal skills to establish professional credibility quickly, to influence across HSE senior management, and the energy and drive to ensure our regulatory practices are kept relevant and modern. Alongside senior leadership, this role requires demonstrable expertise in health and safety regulation, with extensive personal experience of regulatory decision making that preferably spans from regimes used in major hazard industries through to conventional health and safety interventions.

You will be supported by a small team and has oversight of our Legal Advisors Office, in total some 30-40 people. As Head of Profession for our regulatory and specialist inspectors, you will provide professional leadership for around 1000 people.

Your focus is on the sustained quality, effectiveness and continuous improvement of the regulatory frameworks and associated guidance within which operational divisions deliver their day to day activities and take decisions. Alongside leading innovation in our regulatory practices, this includes providing independent assurance on the quality of our regulatory decisions and of the demands on current and future competence and professional capability There is a need to form a strong collaborative working relationship with the Director og Operations, who is responsible for operational delivery.
You will provide authoritative expert advice to Ministers, the Board and senior colleagues (the latter primarily through the Management Board’s Regulation Committee) to shape and develop our regulatory strategies and ensure that they make best use of the full range of available regulatory tools. These tools, supported by scientific expertise, range from influencing behaviours across whole industry sectors to targeted interventions on individual businesses. Examples of near-term priorities led by you include:

• Proactively contributing to reviews into the Grenfell tragedy, where appropriate, and responding to any recommendations. .
• Developing and implementing refreshed mechanisms for regulatory assurance within HSE, enabled in part by an updated competence framework for our regulators.
• Updating our approach to refreshing regulatory guidance and associated materials, including how this is made available to businesses via modern communication channels.

• To ensure that HSE regulatory practice is modern, effective and relevant, and that we have the sustained professional capability to deliver this confidently.
• as part of the Management Board, to provide leadership to HSE by setting and delivering a strategy that secures a sustainable high performance over the longer term.
Key responsibilities
• Leading continuous improvement and innovation in HSE’s regulatory practices to reflect government priorities and other developments in EU/ UK regulatory approaches, so ensuring that HSE’s strong national and international reputation is sustained.
• Assuring the quality and consistency of implementation of HSE’s regulatory decision making, associated guidance materials and the integrity of any cross-cutting regulatory frameworks.
• Providing the highest standards of authoritative expert regulatory advice and support to the Chief Executive and other senior leaders, the HSE Board and Ministers.
• Building visibility and nurturing relevant senior level networks to influence external developments, to share best practice and to promote HSE regulatory capability as part of HSE’s external engagement activities.
• Acting as Head of Profession for regulatory and specialist inspectors: ensuring mechanisms are in place to sustain and grow HSE’s regulatory competence, working with Divisional Directors to ensure robust succession planning.
• Overseeing HSE’s legal team, providing coaching and support as appropriate.
